Matthew Tee Kai Woon

Datuk Matthew Tee Kai Woon, (郑家恩; born in 1975), son of Tan Sri Datuk Tee Hock Seng, runs a third generation of family business in construction industry. He is the Group Executive Director of Bina Puri,[1] a public listed company on Malaysia's stock exchange, with core business in construction, property development, utilities and highway concession.

Tee holds a Bachelor of Commerce (Accountancy and Marketing) from The University of Auckland, New Zealand. He is a Chartered Accountant, admitted by Malaysian Institute of Accountants (MIA) in 2002. He is also a Certified Financial Planner (Financial Planning Association of Malaysia) and was duly awarded the status, Fellow Certified Practising Accountant (FCPA) by CPA Australia in March 2016.


Previously, Tee was the Administrator of the Chinese Maternity Hospital from 2001 to 2003 and was once attached to PricewaterhouseCoopers in the audit department from 1999 to 2001. He was also a Business Services Accountant in Marsden B. Robinson Chartered Accountants (New Zealand) from 1998 to 1999.

He joined Bina Puri in December 2003 as Special Assistant to the Group Managing Director. He was appointed as Executive Director on 1 December 2009 and was re-designated as Group Executive Director on 7 March 2013.

He is in-charge of Bina Puri Group operational matters, reporting directly to the Group Managing Director. His main task is to ensure that the decisions made are implemented accordingly together with corrective, preventive and improvement measurements. He is an Executive Director of KL-Kuala Selangor Expressway Berhad, the concessionaire for 33 km highway, KL-Kuala Selangor Expressway or LATAR Expressway.[2] On 24 January 2017, he was appointed as an Independent Non-Executive Director of Chin Teck Plantations Berhad.[3]

Tee has been aggressively diversifying Bina Puri’s core construction business into recurring income models including property development, highway concession and power supply. The new business models started to show results in 2011 with the opening of KL-Kuala Selangor Expressway, followed by the completion of Main Place Mall and Residence [4] in 2014 and the expansion of power generation business PT Megapower Makmur [5] in Indonesia. Under his leadership, Bina Puri was awarded both the Highly Commended Residential Renovation/Redevelopment and Commercial Renovation/Redevelopment award at the AsiaPacific Property Awards (APPA) 2016-2017 for the Main Place Mall and Residence.


Tee is active in the construction industry and other public roles as follows:

Master Builders Association Malaysia (MBAM)[edit]

He was President of Master Builders Association of Malaysia (MBAM) for the term 2012-2014 and 2014-2016. He continues to serve MBAM as the Immediate Past President and will continue to contribute actively towards the growth of the Association for the term 2016-2018.[6]

Construction Industry Development Board Malaysia (CIDB)[edit]

Previously, he also serves on the Board of Directors of CIDB for terms 2013-2015 and 2015-2016.

Construction Labour Exchange Centre Berhad (CLAB)[edit]

At present, Tee sits in the Board of Advisory of CLAB.[7]

Malaysia Industry-Government Group of High Technology (MIGHT)[edit]

He was elected as a Board Member of MIGHT on 24 May 2017. He also serves as a Chairman of Board Audit Committee.[8]

National Science Council (NSC)[edit]

He was nominated by Prime Minister of Malaysia YAB Dato' Sri Haji Mohammad Najib bin Tun Haji Abdul Razak as a Member of National Science Council (NSC) for the term 2016-2017.

International Federation of Asian and Western Pacific Contractors' Association (IFAWPCA)[edit]

On 2 June 2017, Tee sworn in as the 44th President of IFAWPCA.[9] He is the third Malaysian to head IFAWPCA after Tan Sri Yeoh Tiong Lay of YTL Corporation, in 1983 and the late Siah Kwee Mou, in 1998.[10][11]

Malaysian Steel Structural Association (MSSA)[edit]

He is the Honorary Treasurer General of MSSA since 2011.[12]


He was conferred the Darjah Pangkuan Seri Melaka (D.P.S.M) which carries the title “Datuk” by Tuan Yang Terutama Yang Di-Pertua Negeri Melaka, Tun Datuk Seri Utama Mohd Khalil bin Yaakob on the occasion of His Excellency’s 78th Birthday on 14 October 2016.
